According to the National Center for Education Statistics (NCES), there are 63 colleges and universities in Puerto Rico that confer bachelor’s degrees, and many of these schools offer entire degree programs in the online format. Some of the schools, such as Caribbean University-Bayamon, offer distance education at both the graduate and undergraduate levels. Two schools, Universidad Ana G. Mendez and Universidad Internacional Iberoamericana, offer distance learning only, according to NCES’s College Navigator.

Of the more than 3.7 million residents of Puerto Rico, only about 72 percent have at least a high school education. This is much lower than the U.S. as a whole, where 86 percent have at least a high school degree. Among Puerto Ricans who are 18 to 24 years old, 6.5 percent have a bachelor’s degree or higher and about 50 percent have an associate degree or have attended college without earning a degree. Among those 25 or older, 17 percent have a bachelor’s degree and 6.6 percent have a graduate or professional degree, according to the U.S. Census Bureau in 2014.

There are 890,000 workers in Puerto Rico, and they earn an average annual salary of $28,190, according to 2015 BLS data. Unemployment is higher in Puerto Rico than on the mainland, but the federal government is working to change that. In 2014, the Obama Administration allocated $7 million to help long-term unemployed workers on the island with counseling, training and services they need to get into a technology industry being spawned by a collaboration of industry, higher education and the government.
